Lukaku will be at Everton next season. Ronald Koeman has shown he is willing to force players to stay in the face of big money offers at Southampton and Lukau has two years left on his deal. The soonest they would consider selling him is in January if the price is huge or next summer, when the price will still be huge. Everton have more need to the player than the cash, so expect him to stay.
Arsenal would be willing to pay, this Arsene Wenger is not as constructed by transfer costs, but the waghes Lukaku might deamnd could be an issue.

The reporter is just trying to sell the news to the public and boosts sales.
I doubt Wenger will spend that sort of money considering his future is still
uncertain.
Imho,soccer is a team game and everybody must play his part in the build up
to score and win.Its dangerous to rely 90% on one guy to score.
Its better the scoring is spread out so that teams cannot stifle certain players.
When Wright was on fire ,Arsenal used to win.When he was marked tightly Arsenal
were in effective.For younger fans there a certain Ron Davies/Davis with Saints.
He was scoring goals with his head. When teams got on to this
he was ineffective.

Arsen wenger should not think of buy any striker outside England. Lukaku is a good player to buy if arsenal have the money but if not they should go and buy stoke city number 9 (Arnatrovich). He is strong, fast and tall. He had shown quality of scoring goals if he play with Creative midfielder like ozil and Co.
